A KAS shelter — a collective protection structure (KAS), often called a bomb shelter — is a place set aside by the municipality where residents can stay longer during an emergency, evacuation or war. During an alert, the type of place matters less than how quickly you can reach the nearest safe place. The InCaseMap map shows the nearest shelters and KAS shelters, and works offline too. - [No shelter nearby: where to take cover at home or in a block of flats](https://incasemap.com/en/where-to-shelter-at-home.md): If you can’t reach a shelter within a few minutes, stay in the building and choose a room with at least two walls between you and the outside: a hallway, an entrance hall or a bathroom without windows. In a block of flats, move down from the top floors and don’t use the lift. Stay away from windows, draw the curtains and switch off the lights. A “Shelter” sticker doesn’t guarantee the place will be unlocked and have room, so check the nearest shelters in advance. - [What to do when you hear sirens or an air raid alert is announced](https://incasemap.com/en/sirens-and-air-raid-alerts.md): When you hear sirens, turn on LRT radio or TV and follow official announcements. They tell you what is happening and what to do. When an air raid alert is announced, go to the nearest shelter or KAS shelter immediately. If you cannot make it, stay in the building: go to the lowest floor or basement, to an interior room away from windows. Stay in a safe place until the alert is officially lifted. Find your nearest shelter in advance: the InCaseMap map works offline too (shelters in Lithuania: 6,583). - [What to do if you see a drone: at home, outdoors and in the car](https://incasemap.com/en/what-to-do-if-you-see-a-drone.md): If you see or hear a drone, go inside a building or to a shelter straight away and follow the two-wall rule: take cover in a hallway or a room without windows, not by a window or on a balcony. From a safe place, call 112 and say where and when you saw the drone and which way it flew. Don’t post videos on social media and don’t go near a fallen drone. If you are driving, stop under a bridge or a roof, stay in the car and listen to LRT radio. - [Got an air raid or drone alert on your phone? What to do now](https://incasemap.com/en/phone-alert-air-raid-or-drones.md): If you get an alert on your phone about an air raid or drones, go to the nearest shelter or KAS shelter straight away. If you can’t reach one within a few minutes, stay in the building, in a room without windows with at least two walls between you and the outside. Turn on LRT radio or TV and follow the authorities’ instructions. Don’t go outside to look and don’t film; call 112 only if you need help. Stay in a safe place until the alert is officially lifted. The InCaseMap map shows the nearest shelter and works offline too. - [Nuclear accident and potassium iodide tablets: what to do](https://incasemap.com/en/nuclear-accident-and-iodine-tablets.md): If you hear a 3-minute pulsing siren, the “Attention everyone” signal, turn on LRT radio or TV and follow the instructions. In a radiation emergency people are usually told to stay indoors: close windows and doors, switch off ventilation. Take potassium iodide tablets only when the Ministry of Health tells you to, never in advance: for an adult that is 2 tablets of 65 mg. Iodine tincture and supplements do not protect the thyroid. - [72-hour preparedness: what to keep at home](https://incasemap.com/en/72-hour-preparedness.md): It is recommended to keep supplies for at least 72 hours (three days): 2–3 litres of water per person per day, food that needs no cooking, medicines, a battery-powered radio, a flashlight, a charged power bank, cash and copies of documents. Agree with your family in advance how you will get in touch and where you will meet if the phone network goes down. Add the nearest shelter and water source to your plan — find them on the InCaseMap map, which works offline too. - [How to talk to your child about danger and prepare them](https://incasemap.com/en/talking-to-children-about-danger.md): Calm yourself first, then ask what your child has already heard and how they feel. Keep it short and suited to their age: that it is safe now, that adults and the authorities are looking after safety and that your family has a plan. From the age of 4–5, teach your home address, a parent’s phone number and a meeting place. Limit news and images. In Lithuania, the parents’ line Tėvų linija (0 800 90012) advises parents, and the child line Vaikų linija (116 111) supports children. - [Pets in an emergency: shelters, evacuation and the essentials](https://incasemap.com/en/pets-in-an-emergency.md): Microchip and vaccinate your pet in advance and pack its documents, a lead, a muzzle, a carrier, and food and water for a few days. Not every shelter lets animals in, so have a plan B: a safe place at home by the two-wall rule. When an air raid alert is issued, bring animals inside. If you evacuate, don’t leave your pet tied up or shut in. - [Evacuation: how to prepare and where to go](https://incasemap.com/en/evacuation.md): The authorities announce evacuations via LRT, phone alerts and municipal channels. Know your nearest evacuation point in advance. Keep a go-bag ready with documents, medicines, water and cash. When an evacuation is announced, follow the official instructions on timing and route, and tell your family where you are going. Find your nearest evacuation point on the InCaseMap map (in Lithuania: 1,942), which works offline too. - [How to get information without internet or mobile signal](https://incasemap.com/en/information-without-internet.md): When the internet goes down, LRT radio keeps broadcasting official information. A simple battery-powered radio or a car radio is enough. Alerts to mobile phones arrive over the mobile network even without internet, and 112 can be reached with an ordinary call. The InCaseMap app stores the map and all places on your phone, so you can see them without a connection. - [Power outage: what to do in the first hours and days](https://incasemap.com/en/power-outage.md): When the power goes out, turn on a battery-powered radio and listen to LRT. Unplug sensitive electrical appliances, save your phone battery, keep the fridge and freezer closed. Never use a generator, gas stove or grill indoors — there is a risk of carbon monoxide poisoning. Keep a water supply: in apartment blocks the water supply may stop without electricity. Check water sources, pharmacies and LRT radio frequencies in advance on the InCaseMap map — it works offline too. - [Storms, gales and floods: how to prepare and what to do](https://incasemap.com/en/storms-and-floods.md): Follow weather warnings (meteo.lt, LRT, InCaseMap layers). When a storm is coming, secure or bring in items from your yard and balcony, charge your phone, get a flashlight and water ready. During the storm stay indoors, away from windows, and do not travel unless you must. Never drive or walk through a flooded road — even shallow moving water can sweep a car away. - [Places to avoid: which sites to keep away from](https://incasemap.com/en/places-to-avoid.md): Places to avoid are sites that could be targets in wartime: military, energy, oil, gas and chemical sites, and the port. Do not shelter, stay or travel near them without need if you can choose another route. Marked on the InCaseMap map: 1,938. The list is incomplete. - [Border crossings: which are open and how to prepare](https://incasemap.com/en/border-crossings.md): Border crossings on the InCaseMap map: 45. Blue — to Latvia and Poland, orange — open to Belarus and the Kaliningrad region, red — closed. Public cameras work at the Belarus border crossings, so you can see the queues before you set off. Before your trip, check the latest information on the State Border Guard Service website. - [How to leave safely: plan, roads and help abroad](https://incasemap.com/en/leaving-safely.md): Decide in advance where you will go and plan two routes. Have a valid passport or ID card, some cash and at least half a tank of fuel. On the road, follow official instructions and check road disruptions. In Latvia and Poland the emergency number is also 112, and if you lose your documents or get into trouble, the Lithuanian embassy or consulate will help. Border crossings, fuel stations, rest areas and embassies in all four countries are on the InCaseMap map, which works offline too. - [The nearest shelter or bomb shelter: how to find it in a minute](https://incasemap.com/en/nearest-shelter.md): How to find the nearest shelter or KAS shelter (bomb shelter) near you: on your phone, in a minute and offline. That is about 439 residents per shelter in Lithuania, about 461 in Poland and about 1,969 in Latvia. Lithuania has 1,180 sirens, about 41 per 100,000 residents; Latvia has 163 (about 9). The figures count places, not capacity. - [Shelter ranking 2026](https://incasemap.com/en/shelter-ranking-2026.md): one shelter or KAS shelter in Lithuania serves 317 residents on average; best figure — Širvintos District (102), worst — Klaipėda District (874); all 60 municipalities. - [A family plan with InCaseMap: prepared in 30 minutes](https://incasemap.com/en/family-plan-with-incasemap.md): Open the InCaseMap map and save your home, work, school and relatives’ addresses. Near each place, find the nearest shelter (filters “open 24/7” and “accessible”), a water source and a pharmacy. Create a family group with a meeting point, turn on alerts on your phone and open InCaseMap once in advance while online so every place stays on your phone when the connection drops. - [Leaving for Latvia or Poland: how to plan your route with InCaseMap](https://incasemap.com/en/leaving-for-latvia-or-poland-with-incasemap.md): Plan your route to Latvia or Poland in advance: pick two border crossings (there are 45 on the map; blue ones lead to Latvia and Poland), mark petrol stations, rest areas on Polish motorways and the Lithuanian embassy or consulate in the country you are heading to. Check ATMs — Poland uses the złoty — write down local radio frequencies and open the places along your route on the map in advance so they stay available offline. ## Feature pages - [Family group](https://incasemap.com/en/family-group.md): A private InCaseMap family and friends group: in an emergency, tap once for “I'm safe” or “I need help”, share your location and see a shared meeting point. - [Communities](https://incasemap.com/en/communities.md): InCaseMap communities are chats with neighbours: all of Lithuania, your city, village or building.
