## How many residents per shelter

| Country | Residents | Shelters | Residents per shelter |
| --- | --- | --- | --- |
| Lithuania | 2,886,883 | 6,583 | ≈ 439 |
| Latvia | ≈ 1,845,000 | 937 | ≈ 1,969 |
| Poland | ≈ 37,332,000 | 81,042 | ≈ 461 |

In Lithuania, counting the 2,521 KAS shelters as well, there are about 317 residents per place to take cover. Lithuania and Poland are similar on this measure, while in Latvia each marked shelter serves about 4.5 times as many people.

**Important:** we count places, not their capacity. One shelter may be a school basement for hundreds of people, another a small room. By an official estimate, at the end of 2024 Lithuania’s shelters could in theory protect about 53% of residents.

How many residents share one shelter or KAS shelter in each municipality — [shelter ranking 2026](https://incasemap.com/en/shelter-ranking-2026): Lithuania’s average is 317, the best figure is in Širvintos District.

## Sirens and evacuation points

- **Poland:** sirens and evacuation points are not yet on the InCaseMap map, so we can’t compare.

## What this means for you

- Find your nearest shelter in advance and walk there: is the entrance unlocked, how many minutes does it take. On the InCaseMap map you can filter shelters by whether they are open around the clock and accessible to people with disabilities.
- If the shelter is far away, know the safest place at home — [where to shelter at home](https://incasemap.com/en/where-to-shelter-at-home).
- Check whether there are places to avoid near your home and make a family plan — [a family plan with InCaseMap](https://incasemap.com/en/family-plan-with-incasemap).

## How we counted

- Place counts are InCaseMap map data on 15 October 2026. The places come from official state data sources in Lithuania, Latvia and Poland.
- Population: Lithuania — preliminary State Data Agency figures for 1 January 2026; Latvia — Central Statistical Bureau figures for the start of 2026; Poland — Statistics Poland (GUS) figures for the end of 2025.
- “Residents per shelter” = population ÷ number of shelters, rounded.
