How we calculated
- Shelter and KAS shelter counts — InCaseMap map data as of 15 October 2026; the places come from official state data sources.
- Residents — usual residents on 1 January 2026, State Data Agency Official Statistics Portal table S3R167 (updated 7 May 2026). The 60 municipalities add up to 2,887,592.
- Figure = residents ÷ (shelters + KAS shelters), rounded to a whole number. The lower the figure, the more places to take shelter per resident.
- Note: the figures count places, not their capacity. One shelter may be a school basement for hundreds of people, another a small room, so the ranking does not show whether there is room for everyone.
