The InCaseMap app

What is InCaseMap?

InCaseMap is a free map of shelters, KAS shelters, evacuation points, drinking water and other important places in Lithuania, Latvia, Estonia and Poland: 198,972 places, 27 categories.

It also has private family groups, neighbourhood communities, alerts on your phone and instructions on what to do in 20 dangerous situations and 38 first aid situations. How InCaseMap works

Is InCaseMap free?

Yes. The InCaseMap app and the browser map are free.

InCaseMap is a non-commercial project, funded by its creators. About InCaseMap

Where can I download the InCaseMap app?

The Android app is already on Google Play, and the iPhone version (App Store) is coming soon. The browser map at app.incasemap.com works right away, with nothing to install.

The app is free. It works offline with every place saved, sends danger alerts and has the family group. Download InCaseMap

Does InCaseMap work without internet?

Yes. In the app, the map and all 198,972 places are saved on your phone, so you can see shelters, water and hospitals even when the connection drops.

Internet is needed only for alerts, weather, cameras, road disruptions, live charger status and chats. How to get ready to use it offline

What is the difference between the app and the browser map?

The map and the places are the same: the app also works offline, sends danger alerts and has a family group.

In the browser there is nothing to install: just open app.incasemap.com.

Does InCaseMap warn about air raids?

Yes. The InCaseMap app sends alerts to your phone about air raids and other situations: storms, wind, fires and events on the roads.

When an alert arrives, the map shows the nearest shelters and KAS shelters straight away. Alerts need internet. Official alerts to phones, sirens and LRT radio remain the main sources. Alerts and weather

What is a family group and who can see it?

A family group is a private chat that only the people you invite can see.

In the group you can chat and, in an emergency, report “I’m safe” or “I need help” with one tap. You also see each other’s location, medical cards, saved shelters and a shared meeting point. The group needs internet. Family group

Can I see where my family is?

Yes. In the family group you see where each member is when they share their location. If a phone is switched off or has no signal, you see their last known location.

You also see each other’s medical cards and which shelters each person has saved, so you know where to look for them. Only invited people can see the group. Family group

Does the app have first aid?

Yes. The InCaseMap app has 38 first aid instructions, from CPR to a tick bite, and they work without internet.

The steps follow the guidelines of state institutions and international bodies (SAM, NVSC, VVKT, ERC, IFRC). If a life is in danger, call 112 first. First aid

Who created InCaseMap?

The idea for InCaseMap came from Martynas Ulickas: work began on 14 September 2026, after a night when danger alerts woke him several times.

At first it was meant to be a tool for war and danger information only. Now InCaseMap is for every situation in life (“in case”). How InCaseMap began

Fuel prices and electric cars

Does InCaseMap show fuel prices?

Yes. Lithuanian petrol stations show diesel, petrol 95 and 98 and LPG prices, updated once a day.

Stations can be sorted by price to find the cheapest nearby. Offline you see the last downloaded prices. Fuel prices in Lithuania

Where can I find the cheapest fuel nearby?

On the InCaseMap map: turn on the “Petrol stations” layer and sort the stations by price.

Prices are shown across Lithuania. In Latvia, Estonia and Poland you see only the station locations. Fuel prices

Can I see which EV charging station is free?

Yes. You see live how many points are free and busy, whether the station is out of order and how long a car has been charging.

Stations can be filtered: free only, by connector (Type 2, CCS, CHAdeMO). If the operator does not report the status, it shows as “unknown”. EV charging stations

How many charging stations are on the InCaseMap map?

4,369 fast charging (DC) and 3,978 AC stations in Lithuania, Latvia and Poland.

In Lithuania: 819 fast and 1,000 AC. There is no data for Estonia yet. Fast charging stations

The map and the data

Where can I find a shelter map of Lithuania?

The InCaseMap map shows 6,583 shelters, 2,521 KAS shelters, 1,942 evacuation points and 1,180 sirens in Lithuania.

The map is free, opens in the browser and works offline in the app. Figures as of 15 October 2026. Shelter map

How do I find shelters in my municipality?

Each of Lithuania’s 60 municipalities has its own InCaseMap page with the numbers of shelters, KAS shelters, evacuation points and sirens.

Vilnius City Municipality has the most shelters: 2,017. All municipalities

What does the InCaseMap map show?

27 categories. Civil protection: shelters, KAS shelters, evacuation points, sirens, underground car parks and places to avoid. Health and help: hospitals, outpatient clinics, pharmacies, police and fire stations. Travel: border crossings, petrol stations, EV charging stations, stations and airports. Also: drinking water, ATMs, bridges, fords, public cameras, Lithuanian embassies and public radio frequencies.

Online you can turn on weather warnings and layers for wind, precipitation, temperature, river levels and air pollution. You can also filter civil protection places by 24/7 access and accessibility for people with disabilities. All categories

Does InCaseMap show the power and gas networks?

Yes. Lithuania’s power transmission lines and gas pipelines are shown along their full length. You can see whether they run past a home, a plot or a building site.

Useful when buying a plot, building or digging: protection zones apply around lines and pipelines. If you smell gas, call the gas emergency line 1804. For broken wires, call ESO 1852. If life is in danger, call 112. Power grid map, Gas pipeline map

Is InCaseMap an official source? Can I trust it?

InCaseMap is not a government authority, but it uses official state data (PAGD, LHMT, LEA, Via Lietuva and other institutions) and updates it automatically.

InCaseMap does not change official information. It puts it on one map that works even offline. The final word always belongs to the authorities. If life is in danger, call 112. Is InCaseMap an official source?

Where does InCaseMap get its data and how often is it updated?

Civil protection places, weather and alerts come from official state sources. In Lithuania, data on shelters, KAS shelters, evacuation points and sirens comes from PAGD (Fire and Rescue Department). Weather, warnings and river levels come from LHMT, fuel prices from LEA, and charging points and road disruptions from Via Lietuva. The guides follow lt72.lt.

Hospitals, pharmacies, water and some other places come from OpenStreetMap. The data updates automatically. Alerts update every 1–2 minutes. Weather warnings, road disruptions and charger status update every 2–10 minutes, fuel prices once a day. River levels update hourly and shelter lists monthly. Found a mistake? Write to us.

Does InCaseMap work in Latvia, Estonia and Poland?

Yes. One map covers Lithuania (20,568 places), Latvia (10,612), Estonia (5,773) and Poland (162,019).

For a trip there are border crossings, petrol stations, rest areas along Polish motorways and Lithuanian embassies in Latvia and Poland. Online you also see road disruptions and public cameras. The emergency number across the EU is 112. Leaving safely

What is the difference between a shelter and a KAS shelter?

A shelter is a building or part of one (usually a basement) where you can take cover for a short time, for example during an air raid alert. A KAS shelter (collective protection structure) is a place set by the municipality for a longer stay during an emergency, evacuation or war.

In an emergency what matters most is reaching the nearest safe place quickly. Shelter and KAS shelter

Can I use and quote InCaseMap data?

Yes, freely and without permission, commercially too. Just write “InCaseMap” and add a link to the page (CC BY 4.0).

This applies to texts, statistics, data and illustrations. Use and citation

In an emergency

What should I do when I hear sirens or an air raid alert is announced?

When an air raid alert is announced, go to the nearest shelter or KAS shelter straight away. If you cannot make it, stay inside the building, on the lowest floor or in an inner room away from windows.

Turn on LRT radio or TV, follow official instructions and stay in a safe place until the alert is officially lifted. Sirens and air raid alerts

How do I find out what is happening when there is no internet?

Listen to LRT radio: official information is broadcast without internet, and a battery radio or a car radio is enough.

Alerts to phones come over the mobile network, and 112 can be called with an ordinary call. The InCaseMap map shows public radio frequencies. Information without internet

What should I keep at home for 72 hours?

At least 2–3 litres of water per person per day, food that needs no cooking, medicines, a battery radio, a torch, a power bank, cash and copies of documents.

Agree in advance with your family how you will get in touch and where you will meet if the connection drops. Preparing for 72 hours, official guidance — lt72.lt.

Where can I find what to do in a drone attack, a fire or a power cut?

InCaseMap has short instructions for 20 dangerous situations, from an air raid alert and a drone to a fire, a gas leak, a power cut and a radiation accident.

They follow the guidance of PAGD (lt72.lt), the Ministry of National Defence, RSC and the police. In the app they work offline together with the shelter map. What to do when…

Can I make a plan in advance?

Yes. In the app, save the shelters near your home, work and school, your routes and a family meeting point.

In an emergency they will be at hand, even if the connection drops. Preparing for 72 hours

Does InCaseMap replace 112 and official alerts?

No. InCaseMap is not an emergency service or a government authority: it helps you quickly find a safe place and help, but it does not replace the services.

If a life is in danger, call 112, and in an emergency follow LRT and official announcements. Official guidance — lt72.lt.
