Prepared by the InCaseMap team Updated

In short: if life is in danger, call 112. When an air raid alert is announced, go to the nearest shelter or KAS shelter, turn on LRT and follow official instructions. Keep supplies at home for at least 72 hours. The InCaseMap map with shelters, water and hospitals works offline too.

InCaseMap and preparedness

What is the difference between a shelter and a KAS shelter?

A KAS shelter is a place set aside by the municipality for staying longer during an emergency, evacuation or war. A shelter is a basement or underground space for taking cover briefly.

What matters most is reaching the nearest safe place quickly.

What should I do when I hear sirens or an air raid alert is announced?

Go to the nearest shelter immediately. If you can't make it in time, stay inside the building, on the lowest floor, away from windows.

Turn on LRT radio or TV and follow official instructions.

How do I find out what is happening when there is no internet?

Listen to LRT radio — it broadcasts official information without the internet.

The InCaseMap map shows LRT radio frequencies in your area.

What should I keep at home for an emergency?

Water and food supplies, medicines, a battery-powered radio, a torch, cash and copies of documents.

Agree on a meeting place with your family in advance. Official guidance — lt72.lt.

Does the information about Latvia and Poland work without internet?

Yes. In the app, all places in the four countries are saved on your phone.

Internet is needed only for live cameras, road disruptions, weather and alerts.

Can I make a plan in advance?

Yes. Save the shelters near your home, work and school, your route and a family meeting point.

In an emergency they will be at hand, even if the connection drops. More in the “Leaving safely” guide.

Will I see which roads are closed and what is happening at the border?

Yes, when you have internet: road disruptions, live cameras and the status of border crossings.

Border crossings are colour-coded: blue — to Latvia and Poland, orange — open to Belarus and Kaliningrad, red — closed.

Where do I turn abroad if I lose my passport or get into trouble?

To a Lithuanian embassy or consulate — they are marked on the map in Latvia and Poland.

The emergency number across the European Union is 112.

Does InCaseMap work without internet?

Yes. The map and all places are saved on your phone, so it works even when the connection drops.

The internet is needed only for live cameras, weather, alerts and chats.

Which countries does InCaseMap cover?

Lithuania, Latvia, Estonia and Poland — all places on one map.

Shelters, water, hospitals, border crossings, fuel stations, rest areas and Lithuanian embassies in Latvia and Poland help even when you have to leave home.

Stations can be sorted by price to find the cheapest nearby. Offline you see the last downloaded prices. Fuel prices in Lithuania

Where can I find the cheapest fuel nearby?

On the InCaseMap map: turn on the “Petrol stations” layer and sort the stations by price.

Prices are shown across Lithuania. In Latvia, Estonia and Poland you see only the station locations. Fuel prices

Can I see which EV charging station is free?

Yes. You see live how many points are free and busy, whether the station is out of order and how long a car has been charging.

Stations can be filtered: free only, by connector (Type 2, CCS, CHAdeMO). If the operator does not report the status, it shows as “unknown”. EV charging stations

How many charging stations are on the InCaseMap map?

4,369 fast charging (DC) and 3,978 AC stations in Lithuania, Latvia and Poland.

In Lithuania: 819 fast and 1,000 AC. There is no data for Estonia yet. Fast charging stations

Shelters and KAS shelters

How many shelters and KAS shelters are on the InCaseMap map?

The InCaseMap catalogue for Lithuania, Latvia, Estonia and Poland lists shelters: 88,865, and KAS shelters: 2,521. These numbers change as new places are set up. The latest official information is published at lt72.lt.

How do I find out if a building has a shelter?

Look for a sign at the entrance, ask the building manager, or check the InCaseMap map or lt72.lt. It is best to do this in advance, not during an alert.

Where should I go if the nearest KAS shelter is too far?

To the nearest shelter. If you cannot reach that either, stay in the building, on the lowest floor or in the basement, in an interior room away from windows.

How do I find shelters in Vilnius, Kaunas or Klaipėda?

Shelters and KAS shelters are marked across Lithuania on the InCaseMap map: enter a city or address to see the nearest ones. The same works in Riga, Warsaw and other cities in Latvia and Poland. The official list of shelters in Lithuania is on lt72.lt.

Sirens and air raid alerts

What does the sound of sirens mean?

It is a warning of imminent or ongoing danger. Turn on LRT radio or TV and follow official announcements: they tell you what is happening and what to do. The meaning of the signals is described at lt72.lt.

Are sirens tested?

Yes, warning systems are tested periodically. Scheduled tests are announced in advance, so if you are not sure, check LRT or official announcements.

How long do I need to stay in the shelter?

Until the alert is officially lifted. This is announced via LRT and alerts to phones.

What should I do if I get an air raid or drone alert on my phone?

Go to the nearest shelter or KAS shelter straight away; if you can’t make it within a few minutes, go to a room without windows with at least two walls between you and the outside. Turn on LRT and stay in a safe place until the alert is officially lifted. More

What if there is no shelter nearby?

Stay in the building: go to the lowest floor or basement, to an interior room away from windows. Outdoors, lie down in a low spot and cover your head.

How do I quickly find the nearest shelter during an air raid alert?

Find it in advance. Mark the nearest shelter to your home, work and school on the InCaseMap map: the app stores places on your phone, so you will see them even without a connection. The official list of shelters is published on lt72.lt.

72-hour preparedness

How much water do you need for 72 hours?

Count 2–3 litres per person per day. For one person for three days that is 6–9 litres, for a family of four — about 24–36 litres.

How often should I renew my supplies?

At least once a year, check the expiry dates and replace water, food, medicines and batteries. It is handy to do this on the same day every time, for example when the clocks change.

Do I have to buy everything at once?

No. Start with water, medicines, a battery-powered radio and cash, and add the other items gradually whenever you go shopping.

How do I agree a plan with my family if the network goes down?

Agree on a meeting place and time in advance, write important numbers on paper and decide who picks up the children. In an InCaseMap family group you can mark the meeting point on the map and, in an emergency, report “I'm safe” with one tap.

More: 72-hour preparedness →

Evacuation

Where can I find my evacuation point?

At your municipality, on lt72.lt or on the InCaseMap map. It is best to look it up in advance and walk or drive there in calm times.

How is an evacuation point different from a shelter?

A shelter is where you hide from an immediate threat here and now. You go to an evacuation point once an evacuation is announced: people are registered there and onward travel is organised.

What if I have no way to leave?

Go to the nearest evacuation point on foot or use transport organised by the authorities. It is announced via LRT and municipal channels.

Information without internet

Which frequency should I tune to for LRT radio?

The frequency depends on where you are. You will find it on the InCaseMap map or at lrt.lt. Write down your area's frequency in advance.

Does 112 work without internet?

Yes. A call to 112 is an ordinary phone call and does not need the internet.

Do emergency alerts arrive without internet?

Yes. They are sent over the mobile network, so mobile data or Wi-Fi are not needed.

More: Information without internet →

Power outage

How long does food stay safe in the fridge without power?

A closed fridge keeps food cold for about 4 hours, a full freezer for about one to two days. The less often you open it, the longer it stays cold.

Can I keep a generator on the balcony?

Not if there are windows or doors nearby: the exhaust fumes get inside. A generator must stand outdoors, away from windows, doors and air vents.

Will ATMs and cards work?

During a power or network outage, card terminals and ATMs may not work. That is why it is worth keeping some cash at home.

Where can I find drinking water if the supply stops?

Use your own supplies first — 2–3 litres per person per day. Public taps, wells and springs are on the InCaseMap map (10,616 in total). Whether the water is safe to drink is announced by the municipality and official sources.

Storms and floods

Where can I find official weather warnings in Lithuania?

Official weather warnings are issued by the Lithuanian Hydrometeorological Service (meteo.lt) and broadcast by LRT. On the InCaseMap map you can turn on weather warnings and the wind, precipitation and river level layers.

Why should you not drive through a flooded road?

You do not know how deep it is or whether the road has been washed out. Moving water can push and carry away a car even when it looks shallow.

What should I do if I see a downed power line?

Do not go closer than 8 metres and keep others away. Report it to ESO on the free number 1852.

Places to avoid

Is it dangerous to live near a place to avoid?

Not in peacetime. It only matters in a war or other crisis: then it is worth having a shelter, meeting place and temporary accommodation further away from such sites.

Why is the list incomplete?

Some sites are not public, so InCaseMap shows only publicly known ones. If you know of an inaccuracy, write to us via the Contact page.

How many places to avoid are on the InCaseMap map?

Places to avoid on the InCaseMap map: 1,938. The list is constantly being updated.

How do I join a family group?

Ask a group member for the invite code and, under “Family and friends”, choose “I have an invite code”.

Is the “I'm safe” message sent without internet?

The group chat needs the internet. If there is no connection, follow the plan and meeting place you agreed in advance, and send the message as soon as you have a connection again.

More: Family group →

Communities

Who can see the community chat?

The community chat is for people in that place who have joined the community. For personal matters, use a private family and friends group.

A new community opens once 10 people have joined. Request it and invite your neighbours — when ten have gathered, the chat opens for everyone.

Do communities work without internet?

No, chats need the internet. Offline, the map works: every place is saved on your phone.

Alerts and weather

What does InCaseMap alert you about?

About air raids and other situations: storms, wind, fires and events that affect roads. Weather warnings are shown too.
