How to get information without internet or mobile signal

In a crisis, the internet or mobile network may fail and the power may go out. Official information is still available if you know in advance where to look for it.

Prepared by the InCaseMap team Updated

In short: when the internet goes down, LRT radio keeps broadcasting official information. A simple battery-powered radio or a car radio is enough. Alerts to mobile phones arrive over the mobile network even without internet, and 112 can be reached with an ordinary call. The InCaseMap app stores the map and all places on your phone, so you can see them without a connection.

LRT radio

During emergencies, the public broadcaster LRT relays official announcements from the authorities. A radio receiver does not need the internet, and with batteries it works without electricity too.

The frequency depends on where you are. The InCaseMap map marks public radio frequencies in Lithuania, Latvia, Estonia and Poland (points: 121), so you can see which frequency to tune to where you are.

Your phone without internet

  • Emergency alerts arrive over the mobile network — they do not need mobile data or Wi-Fi.
  • 112 is an ordinary call, no internet needed.
  • Text messages (SMS) often get through even when calls fail, because they need fewer network resources.
  • Save battery: turn on battery saver mode, lower the screen brightness, close unnecessary apps.

When the mobile network is down too

  • Listen for sirens and to LRT radio.
  • Follow the family plan you agreed in advance: where you meet and who does what.
  • Keep the most important phone numbers and addresses on paper.
  • If you need urgent help and there is no signal, go to the nearest police or fire station.

InCaseMap offline

In the InCaseMap app, the map and all 198,972 places are saved on your phone. So shelters, water, hospitals and other places stay visible even when the connection is lost. The internet is only needed for live cameras, weather, alerts, and family and community chats. Without internet the map keeps working: every place is saved on your phone.
